Implementing these measures reduces the amount of chemicals introduced into the water infrastructure and, therefore, improves the quality of surface water and saves building owners from purchasing fertilizers and pesticides.

The third phase, program development, requires the critical plan elements to be verified while best practices of the plan are initiated, data is collected, and the set goals are completed. The next phase, performance period/certification, includes the completion of the actual performance periods, the process of submitting all of the documentation for certification review, and the awarding of certification.
