The precarious situation of salaried workers, the hostile attitude of many landowners, who left their land uncultivated, and simple hunger and need all generated forms of delinquency and dissidence.

The problem did not end there because ‘the need to feed their families … drove them not only to steal, but also to insult the authorities’. Demands for employment were made forcefully, and might even be accompanied by death threats. If this failed they ‘took directly what nature had to offer’. The fact that the majority of those involved in these crimes were day labourers is not without significance. They put up with the worst conditions and were the most wretched and uneducated sector of the community.

This law made it obligatory to present the provincial delegate of the Ministry of Labour with a copy of the ‘Statutes, Regulations or agreements on the basis of which the association would be organised’. As was to be expected, the law was quickly condemned by the National Committee of the CNT as ‘an arbitrary imposition of governmental intervention in the conflict between labour and capital’, the sole object of which is to ‘deny the right to strike and removing the possibility of direct action from the hands of the proletariat’.
