While Korea’s proximity to Japan, coupled with the cultural ties between the two peoples, mitigated some of the more extreme colonial racial discourses and practices that are found among Europeans in African and Asia, ethnocentrism was an inherent part of Japan’s colonial rule. 14 Up to the late thirties, the Japanese asserted that Koreans had defects in their character, intellect, and abilities that justified the colonization of Korea and exempted Koreans from military service. 15 While some Koreana was positive, much of it reinforced negative stereotypes of Koreans.

The Military Service Law stipulated that a man must have graduated from a six-year elementary school in order to serve in the military. 46 Korean education focused on morals and loyalty to the Japanese emperor, but lacked the martial training offered to Japanese students. 48 Still, those who attended school were illprepared to serve in the military. This underscores the larger issue at hand: Japan’s prewar policies shortchanged the Japanese empire in the long run because Japan could place only limited effective demands on Korea.

Europe’s wartime use of colonial manpower differed from Japan’s in several ways. Unlike the segregated Euro-American battalions, the Japanese army integrated Koreans into the regular units and even promoted them to ranks where they were in direct command over Japanese soldiers. Of course, the integration of Korean soldiers was done to maintain surveillance and control over Koreans. In fact, one purpose of Korean military service was to force the assimilation of the inductee. The Japanese were unable to use divide-and-rule tactics in Korea because Korean society was ethnically and linguistically homogeneous.
